Even people finding things and handing them in these days - they get some kind of reward. I handed in somebody's glasses once, and they tried to give me some money. Why?? Obviously I refused.
Sad, isn't it?

I wonder if it's because they are worried that the person who commited the crime would come after them for being a grass, or if it's because they just can't be bothered.

Awww what a lovely story Rape is a horrific enough experience to go through, but this poor woman has also been left having to be in a wheelchair for the rest of her life. Good on that guy for donating the money to her.
Years ago I lost my purse in Brixton, had cash, credit cards, photos, the lot in there and I was sure I'd never see it again. Then a package came through the post from an old lady who had found it and sent everything back, cash aswell. I wrote back with 50 quid in cash to help with her shopping and 20 quid in vouchers. I did it cos she didn't have to go the trouble of sending it to me at all, she could have just handed it in (if that). She then phoned me insisting she didn't want the money but I said if she sent it back I'd go and buy her some shopping myself and leave it on her doorstep
