If I had a huge amount of spare time I could try to work out the films which this clip used. They look as if they come from detective films from the 1940s. There's a post on Youtube which gives one of the films as X Marks the Spot. It's about 50 minutes long:

(the clip has a running time of just over an hour but the end part is a duplicate of the start). Some of the scenes do appear in that film but I think that some must come from other films.
