Unusual bridge in holland

I saw this "Moses bridge" in this weeks hello mag and found it interesting, so I looked it up..

It is interesting, but I have to ask, Why?

Edit: OK, I just looked it up. It's to cross the moat of a 17th Century fort, so I guess this is quite a good unobtrusive way to do so.

What a strange bridge! But what happens if there is a heavy storm? Surely the water level would rise and flood into the bridge?
