I've had 10 attempts and the cat has won every time. That cat is a genius, or I am very stupid. Probably the latter.

I managed it at the second go, but that was more luck than anything because the initial dark green circles were positioned that time to make it easier.

Got it first time, then got annoyed when I realized I had to do it again, and the new grid looked harder!
It's actually a well-disguised mathematical problem, and there's a system for solving it.
Look for big gaps that the cat will head for, and select the mid-point. Once the cat commits itself to a route, block it in the same way (iteratively closer mid-points).

The thing to do is not to click on the circles closet to the cat - that way you can surround it from further away when you see what direction it is going in.

That's what I did
Click alternate circles, so the little bugger thinks you are leaving gaps.
Then click the circles as it gets to the adjacent circle.
Confuses the bugger.
