I assume that BT will, once the local exchange is upgraded will replace the telephone cabling to optical cabling from the exchange through to the houses into the phone sockets. That would explain why they are doing it in stages and it will take years to cover the whole country.

they only put fibre optic to the box in the street.. then its the same copper wire to your hpome

MY provider is Orange ,they called last week trying to get me to upgrade my broadband.I told her that until I get cable etc there is no point.I can only get just under 2 MB.She said "Oh we've checked you can get 6.5" ,No I can't as I have copper wire cable going overhead to an old telegraph pole in the garden.I have checked the comp speed many times.Years ago the BT engineer who was fixing said cable checked for me.The distance from the exchange etc.Just under 2mb is it.
