I don't get it... they should have the capacity for every person entitled to vote... its not for them to only provide capacity for a 33% turn out..... thats outrageous.
The story that's bothering me the most is of the polling station (stations?) that ran out of ballot papers. It may be a one-off cock-up, of course, but the suspicion has to be of cost-cutting. If we believe that everyone is entitled to vote, then that every ward must have enough papers to cover everyone on the register. Assuming that the turnout will only be a particular level and budgeting accordingly (if that's indeed what's happened) is a very dangerous thing to do, IMO...
