The point is, he is using it to manipulate the public, they spend their money in good faith, but there is no guarentee he will give it all, or a marginal amount. He is not under oath to donate, but people will think it a magnanimous gesture and vote generously, so he wins.
It is not right and morally wrong for it to even be allowed as a HMs gameplan.

Why should they agree to that? And why did he decide to bring it up on the night before the evictions? Anyone with half a brain knows why. The majority of people in Britain don't have half a brain and that's what he's banking on.
