Anyway.....should the two wheeling peeps on the road without an engine pay "Road Tax"?......
If you use the road the answer should probably be yes. If you're sane and regardless of whether you're cycling or driving if you're being taxed just for using the road the answer should probably be no.
What is road tax for?
Somebody, somewhere, can answer that question. That somebody clearly isn't me

A points system for people crossing the road & collecting said person 
eg: freckles, hair, age, lollipop person, tattooed person, dick with briefcase, spotty teenager etc
Then the same for actually cleaning said description off car eg: bloody freckles would stick like shit & be hard to get off etc etc
And I think I shall have offended enough with that above.

I think cyclists should be made to undergo some sort of competency test before venturing out on to roads, People constantly moan about car drivers and bikes but some of the cyclists I see are truly awful.
They cycle in the dark with no reflective gear or lights on. Cut across red lights, cut across lanes, ride 2,3 abreast and they get away with it.
Oh and no they should not be allowed to cycle on the pavement Pedestrians have been killed and injured by cyclists before now.
considering the amount of council tax that is used to create cycle paths, that the majority of cyclists studiously avoid using in my area, then they should be paying some thing for them.
ÂĢ88,000 my local council spent on creating 4 miles of dual carriageway cycle path from my village to the local town, the cycle path is the width of a road carriageway and it runs along a narrow lane,in places,it's a beautiful creation, do the cyclists use it? of course they don't they prefer to amble along the road, smoking a fag and admiring the view whilst all the world and his brother get stuck behind them for the duration.

I am a fairweather cyclist - when the weather is nice I cycle into work and back, 7 miles each way. I use the cycle path where there is one.
Should I pay road tax? I do pay road tax, because when the weather isn't nice I drive 
how would you monitor it though. Cars are registered to an owner, bikes aren't.
Plus they're kind to the environment aren't they, so I don't really think you could justifiably tax them

The state of the roads at the minute I don't even think car drivers should be paying road tax.... it's like a slalom course on the main road to work atm with all the potholes and the council say they can't afford to fix them.

I see a lot of cyclists Jo cos I am quite a rural area, On the whole I have no problems with them. TI think road tax is a bit extreme but I still maintain that they should have some awareness of the road and rules of the road. It protects them as well as the car drivers.

exactly, my dad cycles everywhere now cause he cant drive due to having a brain tumour, but he drove all his life & paid road tax & wages tax... so to tax him now for cycling (he also does sponsored rides for charity) would be an outrage.
BTW nothing against fat people.. not too slender myself 
As for charging cyclists? Well, they are road users too. They are also able to skip through red lights with no comeback, pay no congestion charge...etc.
And before anyone says they don't cause congestion, try driving from West to South London in the morning, it's like the bloody Tour de France 
I think if people use a bike to commute on a daily basis, especially in high traffic/ built up areas, then maybe they should pay some kind of fee to do so? On the flip side of that though they are not protected by insurance. So us drivers can play skittles all day long, a granny is 50 points they literally take their life into their hands when they venture out on to the roads with nothing to back them up if you get what I mean.
I still get a cold chill when I see toddlers or small children on a bike with their parents on the road in heavy traffic areas. It's not as common now, thankfully.

So it is basically being paid for the use of the road, not highway repairs. Cyclists use the road they hold me back when I am going somewhere but I am paying for the privilege that are not. Since they are not they should be made stop and let a car take precedence unless they are paying for their right to be there.Like I say you pedestrians would have a different opinion if you were paying over ÂĢ150 to sit behind bicycles.

But they should be made to wear reflective clothing, helmets and have working lights after dark. They amount of near misses I've had is scary especially when some idiot is wearing dark clothing with no lights.

Having seen film of cyclists being invisible to car drivers and being smashed into, maybe they should get danger money for going on the road? 
No, for one thing, a lot of them are children, but aside from that, compared to a car, a bike really doesn't put any wear and tear on the road surface. It's almost like asking pedestrians to pay a 'pavement' tax.
