The article is originally from The Independent, but I take your point. Once you get past the headline, the article admits that over 75% of web searches are still done via Google, so I don't think we'll be "Bing"ing for information anytime soon...
As the article says, the drop is almost entirely down to other software using Bing by default. My new laptop uses Windows 8.1, and the Start page comes with a lot of Bing-related apps installed as default. You have to manually remove them if you don't like it, and many users simply won't bother.
I've tried that "Bing It On" site a number of times (for those who don't know, it's a sort of Pepsi challenge that compares Bing with Google in blind tests), and I've always found that I overwhelmingly preferred the Google results. Just IMO, but I don't believe that many users would consciously choose to replace Google as their search engine with Bing...

Bing is indeed rubbish. Google are evil but not rubbish, which is somewhat annoying as I'd like to not use them.
