Nikki went back into a series, with a chance to win, that she was previously evicted from.  Sam would be going into a 'new' series which has the winner of the series he was evicted from already in there.

Maybe as a guest would be ok, but not to win. BB would not do that after knowing what a mistake they made with Nikki!  The Ultimate isn't really a seperate show as it follows on directly from BB11 and with the winner of that still in the house!
