I would say thats excessive force myself.
No need for the Taser to be used at all.
Was hardly using his strength to resist arrest.
Poor excuse for coppers if the 2 of them couldt get his hands behind his back to handcuff him.

That occurred to me, at the very least they are incompetent right ?, perhaps going to taser so quickly because they are out of their depth ?

I would say the one with the Taser was enjoying himself using that.
They need retraining on it.
That is not how its supposed to be used.
So yes incompetence comes into it.
I wouldnt have said , out of their depth, as the man wasnt doing anything to them to make them feel that way.
Show of force i would have called .
I would suspend them for that.

How do we know the taser was used 'quickly'? Looks like we see the final throes of the arrest, how do we know what happened before this person took the footage for their You Tube 15 minutes of fame? It looks like the arrestee is still trying to kick the feet out from the copper on the left so it might not be a leap to suggest that he might have put up some resistance.

He was arrested on suspicion of GBH.. not jaywalking.. so maybe he encountered a little more 'caution' than say someone who hadn't just been suspected of committing an offence against the person.
