Baz, I haven't seen any reference to hacking, just to a global outage. Twitter haven't confirmed that the problem has been resolved. Although it's back, some people have been having problems getting on Twitter or doing searches there.

O/T ...El ....I just posted a birthday smilie on here   (from my your smiles site)  ....and then suddenly FB are asking me if I want it added to there ....how does that happen ?? 

Baz, my guess is that Facebook has tracked your posting a smilie from that site so thinks you might want to add it to Facebook as well. It might be that you had your Facebook account open at the same time. It's a bit like doing a Google search or an Amazon search, and then you find that other sites you go on which now have adverts showing the item that you've searched for.
