Here's a good link which explains how to back up emails in Outlook Express

It's been about 7 years since I changed ISP but as I recall, my existing OE emails received via the previous ISP were fine, didn't disappear. I'm with Virgin and any emails I delete via their web-based email don't download when I next use Windows Mail. I guess it's similar with Tiscali?

Btw, it's always useful to back up your browser faves (see my earlier post) in case your PC dies Nod
