I agree that it should be the midday one. If you are using a 12 hour clock, then there will be 2 events in the day which will lessen the significance, so we should use the 24 hour clock to avoid confusion and that does result in the midday one.
Incidentally, the Americans have already had their event because they do 8th July as 7/8.
