The first Pavlova I made (about 25 years or more ago)was so chewy you needed a knife and fork to attack it ..........................it took me years to attempt it again - I am a little better now but no way is it ever guaranteed!
Hope it tastes as good as it looks

I think you need a VERY hot oven for meringues....and a relitively short time.
Is your oven hot enough?
Make sure it's fully preheated before the meringues go in and then turn it down 50 degrees or so (I'm talking Celsius) then leave them in the oven while it cools completely once the cooking/baking period is over.
Remember to turn the oven off for this!
mmmmmm, well I've made the stickiest chocolate brownies too - so that's pudding tomorrow sorted
