I find it odd that you all say he was this big nasty monster, yet he let Billy blackmail him when i'm sure he could have just had him shot. Candy had him wrapped around her finger (and everything else) so much so that he kept Tony out of jail. He must have liked Tony to keep him by his side for so long even though he is useless.
