That is a very simplified way of looking at Left Wing v Right Wing.
It means, for example, that the Conservatives prefer to tax people less, because then they will have more money to spend freely on the goods and services that the country provides, hence creating and keeping jobs.
It means that Labour prefer to tax people more, to pay more for hospitals, schools, etc.
That isn't that the Conservatives don't want to spend on hospitals, etc, but that they have less money in taxes to do it with and prefer to get a balance between schools/hospitals and people spending money in goods and services which boost jobs and employment.
With Labour, the emphasis is the other way round, with more money being raised in taxes for schools/hospitals, so less money being spent on goods/services.
In reality, Mr and Mrs Average are somewhere in between, wanting goods/services and schools/hospitals.
Either way, it all has to be paid for.
