That's right
It only means the first two people he sees get one nom each - not that they're automatically up.

No,not up for automatic nomination,but the first two he "encounters" will receive a vote each.

That would be his nomination only, so if he saw Sophie and Rodrigo first then its a waste of time as they arent going to be up by the others.
