What the article didn't mention is that C4 is angling for a tie up with BBC Worldwide, the commercial arm of the BBC, which they see as a huge cash cow.
A lot of this posturing is an attempt to twist the governments arm in order to make this happen. So far the government has suggested a merger with C5 which has horrified the super-fat cats at C4.
The sub text to this is that they want to get hold of BBC Worldwide before the Tories get in and privatise it and other juicier bits of the Beeb.

I don't know what went wrong with C4 but it really does look like it's in trouble ... Even its biggest draw, BB, now looks likely to be sold off to the highest bidder (hopefully not Sky, but who else can afford it ...? Disappointed) ... It's quite sad to see it in decline, when it has provided us with some of the best programmes and, in particular, cutting edge documentaries than any other TV channel ...
