They do in good restaurants here too,  So many times I have had someone say OMG its got its head on, I couldnt eat that for a fish I have ordered.

They don't do it often here, but if you order something like trout then it's head is left on...and the eyes, so they can see you through the week

I remember helping pluck a turkey, that was a lot harder to deal with than cutting off a head.  And I'm a city kid .  They dont even put giblets or neck on turkeys anymore...
