I'm assuming that's by the pier. Here's the thing, though: there's absolutely no need for it.
Visitors to Bournemouth tend to congregate around there (just down from the Lower and Winter Gardens, which are nice in their own right), but the beach goes on literally for miles. Take a short-ish walk East towards (or if you're feeling energetic, beyond) Boscombe, and even on a Bank Holiday you can easily find nice sandy stretches that are largely deserted...

Some good info Eugene clearly you know the Bournemouth area.
To be honest, that photo is a relatively tight shot, so it's hard to get a real idea how crowded it is, but it does look very, very crowded.

TBH, it's been years since I was last down there.
The BBC has a wider shot of the same scene looking Southwest towards Poole Harbour, and although the crowds ease a little away from the pier, it's still pretty crowded.

Bear in mind though that that area is where all the hotels, B&Bs, bars and "amusements" are, so it tends to be busier anyway. Of course most of those places will still be closed, but I can understand why visitors who don't know the area will still congregate there.

I see that some states are saying they are going to re-impose some of the measures that have been lifted, but all that Florida are going to do is NOT lift anything more for now. What good does he think that's going to do?
