I suspect that this statement has enough in it to distance the PM from Cummings' activities. Just in case BJ has to pull the trigger on his dismissal. Probably why there were a number of re-writes prior to the press conference.

His demeanor has changed. He is speaking more fluidly, less stutter and hesitation. Psychologist will be able to pick that apart.
