I have no intention of standing up for Dominic Cummings but have been doing some searching and found this.
The Alice Cummings of Idox plc above is unrelated to Dominic Cummings. If you have a look at the posting by isthisnametaken on Andrew Coulthard's twitter page you'll see that that's her married name:

What's the constitutional status of a man on the taxpayer's payroll in Downing St giving a press conference? On whose behalf will he be answering questions? If he lies what standards body will hold him to account?

Firstly: I think Harwood's one of the few Cummings supporters who's prepared to be interviewed on the matter.
Secondly: the interview was with two people - Harwood and a woman (sorry - can't remember her name) who was clearly very anti-Cummings.
One pro voice, one anti: Harwood may have made me want to scream at the TV, but in the interests of balance I really don't see the problem here.

I think the boring answer is that it's the largest available space where the journalists can actually be present (not on video links) and still maintain social distancing.

I watched it too Eugene ....and I thought they got the balance right . Mind you , it won’t matter what Cummings says , this voter won’t change her mind ....his attitude is disgusting ....sheer arrogance ......and if he had any morals at all ( which he obviously hasn’t !) he would have resigned by now ....and apologised to all those people who haven’t been able to be with their loved ones over the last 3 months !

I'm not talking about balance Eugene, Harwood was on yesterday too..he a political activist and anyone knowing how he works wouldn't give him the time of day. I didn't listen to him or the woman Eugine

Can anyone think of a time a special adviser got to hold a press conference about themselves (rather than Govt business) in 10 Downing Street before? It appears to be official now that this is the Cummings/Johnson administration.
