He's done no such thing. He's playing for time
As with everything he says - it's just a lot of hot air!
If he really meant most of the things he's said we might actually have a workable deal and be ready to leave in a dignified fashion.
I've been reminded a lot recently of a "joke" that's apparently been following Johnson around for a while:

I cannot stand the man but underestimate him at your peril. He plays the buffoon but he is extremely clever and dangerous. I donât doubt that what is happening now is part of a very calculated plan.
