Well, there's nothing stopping anyone from opening a book on the next eviction before the nominations if they wanted to. It would just mean people risked wasting their money on a "non-runner".
There is a risk in betting before the lines open (and I must admit I'm surprised they're still not), and I certainly wouldn't place a bet at the moment, but there's not necessarily anything wrong in it...
