Let's assume that Bea and Lisa are the most disliked HMs. If it were a vote to evict then those two would get nost of the votes and one would go.
However if it were a vote to save then the percentage of people who dislike Bea and Lisa are very likely to have several different favourites and therefore the votes AGAINST those two would be diluted and they might NOT get the least votes.
