Sorry Saint: I missed your reply.
No: he wasn't a parody. Chaplin's Tramp character made his first Hollywood appearance in 1914, just before the First World War.
Chaplin did satirize Hitler much later in his career with "The Great Dictator" (filming began just before the start of the Second World War, but it wasn't released until 1940), but that was rather different from his "Tramp" films. (Apart from anything-else, Chaplin talked!)
"Parallels between [Chaplin] and Adolf Hitler had been widely noted: the pair were born four days apart, both had risen from poverty to world prominence, and Hitler wore the same toothbrush moustache as Chaplin. It was this physical resemblance that supplied the plot for Chaplin's next film, The Great Dictator, which directly satirised Hitler and attacked fascism."

I worked for a Russian Jew who settled in the UK
He founded the first Jewish synagogue in Newcastle and was invited to travel to Warsaw to witness the ghettos.
Remarkably he had a 'toothbrush' moustache !!!
How bizarre - but maybe he thought it was a style before and should be a style after Hitler.
