So in winter if it's 11pm it will "fall back" to 10pm? We gain an hour??

yes we gain an hour but its darker in the mornings and lighter in the evenings because of the adjustment

yes but in context of the hour adjustment its lighter than it would be without the adjustment if we didn't adjust it would be dark an hour earlier so dark at say 3.45 rather  than 4.45 its just in context
