The phrase "Do a Barrel Roll" is a popular line spoken in the video game Star Fox 64, in European regions it was known as 'Lylat Wars'.  It was a video game released on the Nintendo 64 games system in the winter of 1997.  It is the 2nd of a series of games, the first one being Star Fox (Star Wing in Europe), which was released on the Super Nintendo Entertainment System in 1993.

Star Fox 64, is a mixture of an on-rails, free-flying, sci-fi, shooter.  It tells the tale of 'Team Star Fox', a group of 4 anamorphic heroes, and their mission to stop the evil Andross from destroying the world.  You control the leader of Team Star Fox, known as Fox McCloud (he looks like a fox) and are supported by 3 unplayable characters: Peppy Hare (he looks like a Hare), Falco Lombardi (he looks like a Falcon) Slippy Toad (he looks like a Toad).

During the first level of the game, you are given instructions and tutorials as you play, such as: "Press the A button to shoot".  Most of these instructions are given out by Peppy Hare, with one of them being "Do a Barrel Roll".

Among the gaming community, and todays technological world it has become one of the most parodied "Lines of dialogue" in recent times.

Its also used for sorting out problems and issues. For example:

Someone may have an issue at work, one of their work friends will tell them to "Do a Barrel Roll" and everything will be okay.
