She decided to do it herself in the end. (She said she couldn't face it originally, but I think she found her anger today )
The message was basically move. The council have said they will rehouse her.... but they don't have any houses. 
So they have told her she can have a loan for a deposit on a house. Which is fine, but it's gonna be tough going finding somewhere at the moment with extra demand, plus lots of rental properties in Boston are multiple occupancy (because of the migrant workers)... so it's all stacked against her. We shall sort it somehow though!

I suggested to my sis that she put a plea out on FB for a house to rent. She's posted it on the page dedicated to helping people who have been flooded and already she has lots of people giving her advice and asking around. She's got the gift of the gab my sis, so this could work
