they did have suspects, I don't think it was proof positive though

no true dameee in the film they didn't get the chance to prove it either way -they had interviewed him earlier suspected him but had nothing to back up their suspicions

Sadly some really serious mistakes were made and many times clues overlooked, they only had the tools they could work with, and they were very few
