More than 2,000 people have signed a petition of no confidence in bosses at a Cumbria hospital.
Campaigners are concerned chiefs are "stripping" West Cumberland Hospital in Whitehaven of its key services.
Some facilities at the hospital have been moved and others are under review, prompting fears from residents about travelling for treatment.
A spokesman for the North Cumbria University Hospitals NHS Trust said its performance has improved.
The health trust said moving services, such as those for trauma and cardiac cases, had saved lives.
Some have been moved to Carlisle, while some patients have been treated in Hexham in Northumberland.
Campaigners are worried patients would have to travel further for treatment.
