No, I think it's a comp and there are rules and in essence he has got an advantage over the others. He probably should have been more realistic in his plan.

Maybe he had to go out of the kitchen to get his plaster though? A couple of minutes?

Absolutely, but at this stage of the game - and when it's merely a bit of garnishing/plating up....it's not such a big deal. By now they've proved their capabilities with timing I would have thought.
