He is (unless there's been another BigCoin task we don't know about yet).
I don't know if he made any calculations beforehand, but he was so far ahead (>300BG) of the others that he could spend the 200BG on the party and still remain top.
I did have an interesting thought about this, though: Akeem set a precedent by which the richest HM essentially treated the other HMs to a gift. If BB continue with the auctions, and keep offering a big, expensive "group" purchase (and I strongly believe they will ), we're likely to get the situation where the richest HM feels obliged to buy it, only for them to thus loose their power in the Gamechanger...
