Sorry, but I think he was talking nonsense. Sam was essentially saying that not accepting the meal was the right thing to do, but if all the other HMs voted to eat it, she'd have gone along with the majority view.

 

Joel was trying to imply that Sam was being hypocritical, but she wasn't: firstly not eating the meal once it had been "bought" would be silly and overly sanctimonious, and secondly it would mean she would be disrespecting a democratic group decision.
