I think they're announcing both the stayers and leavers in no particular order.

TBF, all the HMs had been cheering Andrew's survival so much, I don't think they heard Davina properly. There was definitely some confusion for a moment, and I think they thought Steve had been saved...

I think the 'random' selection of the evictees is partly to do with the suspense too.
