Not necessarily, it's an analogy of post revolution Russia which Ben seems to be quoting the narrative of completely unmodified but drawing his own conclusion from.

I know, and agree about Ben's interpretation, he made it fit with his own beliefs. I think he must have read it through already tainted/biased specs.
