I noticed in the most recent issue of Ofcom's broadcast bulletin (which covers complaints made & other things) that Talking Pictures had a complaint for a breach of its broadcast licence - the complaint was dismissed by Ofcom. It referred to something called "Television Access Services".
I wondered what that was about and it's to do with Ofcom's requirements for channels to provide subtitles for those with impaired hearing. That doesn't apply to all channels though. BBC has to provide this for 100% of its output (not BBC Parliament), ITV and Channel 4 90%, and many of the other channels 80%. A handful of smaller channels have much smaller percentages.
Talking Pictures at present is one of those channels which isn't required to provide subtitling. That's just as well as it's such a tiny channel in comparison to many other channels and it would cause quite a cost given that the majority of its output is old programmes and films which wouldn't have had any subtitles at the time.
