This sounds a bit different from the usual ttype of PPI phone call so I thought I would mention it here.
Why would the government be involved in a PPI claim? Definitely sounds dodgy, I think you did the right thing, telling him to report it. If a 'courier' does turn up at his door, he ought to note the registration number, and tell him to be very careful about signing for things, too.
