Well he did ignore the TOT and was warned, warned and warned again. If he didn't give up on the Boot Camp thing then he wouldn't be in this spot of bother.

Yes, or one punishment for some, another punishment for others to be precise. I think punishments are based on how popular a HM is perceived to be. BB knew that Shabby is already hated, no point wasting time on her punishment as it would only reinforce people's opinions.
Ben is quite a popular housemate (with the viewers) and he provided them (BB) with plenty of ammo. BB obliged.
