What does OXO layer mean?

 

They used Oxo back in the war days to make their legs look brown.  Or gravy powder was the other alternative.  I guess it was an insult as to the 'quality' of her fake tan.

I can't believe I typed 'quality' and 'fake tan' in the same sentence for this house of dregs!
