It's originally a blacks in jail thing from America. That's where the no shoe laces in your hightops comes from. And the low/very low slung jeans. Now it's top of undies. It's the removal of belts and laces when you go into prison, you see. No belt, big jeans, your pants fall down. Of course, I doubt most youngsters in the UK have a clue about all that, it's just fashion innit.
