Well of course that depends on what you mean by "right" HMs, and ultimately that's going to be a matter of personal taste.
Taking this week's vote as an example: I personally think Bobby should go (nothing against the bloke, but I think he brings anything to the house other than sighs from Amy). I'm not that keen on Sally as a person, but she's potentially one of the most interesting HMs this year.
However: a "vote to save" almost certainly means that the "teen girl" vote will save Bobby, and Sally will go...
Yes, it's a personal taste thing, but this will get people to just vote for their own favoured HM instead of getting together with fellow fans of other HM's who may all not like that one HM to gang up and vote them out.

If it were a vote to evict N O ONE would ever vote him out, because the dull ones never got voted out, Kerry would have gone instead and as much as I dislike her she is far better entertainment than Bobby.

Ah, but that's just it: he is definitely not going unnoticed. I guarantee that there are legions of girls-with-mobiles out there sighing over him like Amy.
I suspect the only way he'll go is in a head-to-head with a "big hitter". (Although a vote-off between him and Lucien would be interesting...)
Your point about nominations is a good one, though. I doubt he'd ever be up in a proper "straight" nomination...
