I'm not surprised about there being no emergency budget (yet) as whoever becomes the new leader of the Conservatives may want to change who's in the cabinet including who is the chancellor.

There could be a bit of a problem with the last budget. Other than the tax rates, it's still in the Finance Bill stage and has yet to become final law. That would normally be done before the summer break but anything could happen.
