"On point" isn't a new term, but I've always thought of it as an Americanism.
I know it originally as a military term: a soldier who's "on point" (also known as the "point man") is in the most exposed position of his unit. I think it goes back to the American Civil War.
I'm sure I've also heard it used on American legal dramas: it means something relevant to the case in question.
Its shift into meaning "good" or "perfect" seems to have been established about 10-15 years ago, but again I think of it as primarily an Americanism...
