Glyn and Samanda were runners up and Alex Lee came third. 15 series and no teenage winner – why?

 

Ashleigh still seems to be topping most of the on-line polls and is still (just) in front with the bookies… but everybody knows that she will not win, BB are using her as decoration and nothing more, while Winston and Christopher are centre-stage already looking like they will contest the title as BB15 limps onward to a typically unsatisfying conclusion.

I agree CS ....it's not in the script for her to win ....even though I think she and Chris are the only ones in there who actually deserve it !

Oh, I know, but it rather illustrates the problem. Contestants have to be 18 or over so the percentage of teenage HMs will always be small, and with each series lasting 2-3 months a fair number of the 19-year-olds will turn 20 during the show. Also remember that there were no teenage HMs until BB6 (Kemal, Lesley and Vanessa were all 19). 

The answer to your OP question is therefore probably just the rather boring "it's just the balance of probability"...
