Everybody has the ability to see them. It's just a matter of unlocking that ability through practice and consentration. I've always been able to see them within seconds, but I used to have several magic eye books, so I've had plenty of practice.

That particular Smartie picture is just a series of large circles in a grid. It's a crap one.

Practice on this picture. It is a super easy one to see.

Get really close up to your monitor, so that the image takes up most of your vision without it being blurry, and then force yourself to go cock-eyed. You should immediately begin to see some weird distortion, then it's just a matter of honing your vision in so that the magic-eye illusion comes into focus. Once you see the magic-eye, it's difficult to unsee it until you blink or move your head.

 

Make sure you are close to the image. It's much more difficult if it isn't close.

I saw it as a dinosaur.  Dinosaurs are superior to kangaroos.

I used to love Magic Eyes as a kid, I found them really easy to do.  You kinda have to look through them, like you are focussing on something slightly further away?  If you go cross-eyed you see something too, but it is the opposite way round I think.

They're a lot easier to do on paper than on a computer screen as well.
