I've just had fish cake and chips from the chippy for my dinner straight from the paper and it intrigues me as to who uses what

I would always put it on a plate and eat at the dining table
I actually fold the paper and put the whole lot on a plate.
Plate but if I get something and it's in one of those foamy containers then I put that on top of a plate too.
I do what Cinds does if at home
nothing beats F+C outta the paper while at the Seaside - they taste so much nicer IMHO
Back in Lancashire ca. the 70's and 80's, one took one's bowl to the chip 'oil, and has fish and chips with soup. A very green approach.
At the seaside it's all polystyrene nowadays.
NB. For my younger readers, soup is the water off the top of the peas.

Can't remember my last fish supper - must be years ago.
Al fresco though, in the bag, preferably waterfront.

Eat it from the paper mostly, but sometimes I decant onto a plate.
