The difference is that Nicole and Jemma were both sent in as surprise twists/tasks. Jemma wasn't originally meant to be a "proper" HM at all, and I think the decision with Nicole wasn't made until shortly before she went in either.
My real problem is them both being considered separate HMs, and therefore both able to nominate (unlike the twins). That's going to skew the nominations badly, but then other factors such as Michael mean that this year's nominations are already looking like they'll be a total mess...
