Another argument would have it that misogyny, homophobia, racism, xenophobia, are always bubbling under, but haven't been as fashionable as they are now.
But otherwise she is correct. It usually takes some sort of economic crisis coupled with a crisis of hegemony to unleash the evil forces. Although I'm not an expert.
